Tough, Zapdos has a solid 100 speed stat while Raiko has a solid Specail Defence stat, if we did it anime Style, Zapdos would have the flying advantage with it's speed, but Rioku gets a speedy boost. If either one is packing carge I would head for the hills. But sence Rioku could survive Zapdos's specail attacks and Zapdos has a surprisingly shallow physical move pool. So I go with Rioku!

Yea, but Zapdos has the advantage of flying. It could dodge attacks better which means it would have better defence for itself against a pokemon on the ground.
